As the first ever criminal trial of a President of the United States begins, The Resource is honored to welcome the retired Honorable Steven Perren of the 2nd District Court of Appeal to gain his expert insights into our courts and the judicial system. Justice Perren believes we are currently in hard times; and there is an assault on our third branch of government - the judiciary.
JUSTICE STEVEN PERREN | 2nd DISTRICT COURT OF APPEAL
Justice Steven Z. Perren was born and raised in Los Angeles, receiving his undergraduate education at U.C.L.A., and was president of the law school class of 1967. After graduation he served in Vietnam as a Captain in the Army Signal Corps and served additional duty as a military prosecutor and defense attorney.
In 1999, Justice Perren was confirmed as an Associate Justice of the Court of Appeal in the Second Appellate District after serving as a Juvenile Court Judge and 17 years as a Superior Court Justice for the County of Ventura where he presided over hundreds of criminal and civil trials.

LILIANA ENCINAS
City of Santa Barbara/LISTOS National Program | Public Outreach Coordinator
Liliana Encinas serves as the Bilingual Public Outreach Coordinator for the Santa Barbara City Fire Department, and the LISTOS National Program Director for the Fire Services Training Institute (FSTI). While a dedicated volunteer for many community-based organizations and educational institutions, Mrs. Encinas is also a mother of four who spends as much time as she can with her family.
